Krasnodar, 11 October – Yug Times. The agenda of the 9th international realty exhibition “Housing Fair” included, among other items, the conference entitled “Problems and prospects of contemporary development industry.”
The conference was organised by the Business Communications Agency of The Yug Times weekly jointly with the SSK construction company, Perspektiva Plus (Anapolis) management company, and VTB bank. The main topic of discussion were the Federal Law No. 214 that governs the relations between flat owners and construction companies, and amendments to this law. President of the human rights organisation “Lawful Housing” and deputy of the regional Legislative Assembly Yevgenia Shumeiko said that the decision to radically change the Law No. 214 had been arising for quite a long time, so that now the problem is how to balance the new amendments to let them preserve the transparent character of the construction industry, defend the flat owners’ rights, but also help preserve competition at the market.
The amended Law provides for the so-called ‘project financing’. With regard to it, the following question arises: how much would a square metre cost?
Vadim Kamalov, Director of the federal realty company Etazhi, was quoted as saying that structural changes in the system of work of construction companies will necessarily lead to a jump in prices. As regards unlawful construction projects, deceived flat owners and unauthorised constructions, it would be better to take preventive measures than to fight the consequences. That was the thesis worded by Vasili Dubenko, Director of Kuban Stroi Nadzor (Kuban Construction Supervision), and all participants shared his opinion.
According to Igor Kazantsev, Managing Director of VTB Mortgage Sales in the Krasnodar region, the local housing crediting market continues to grow, mainly due to a record low level of bank rates. While reviewing the results of the meeting, Vadim Kamalov thanked all participants for their initiatives and expressed confidence that the new changes would contribute to the good of the economic development of the Kuban region.
